Shirley Ross


MCEA Elementary Director 3

Shirley Ross has proudly served as a Maryland public school teacher for 17 years, with the last 7 years dedicated to Montgomery County Public Schools (MCPS). Throughout her career, Shirley has been an active union member and has taught a range of subjects at both the primary and secondary levels in Title I schools. Currently, she is pursuing National Board Certification and is deeply committed to equity and advancing educational excellence with hopes of championing educational policies that benefit our entire community. 

Her journey in union work stems from a profound belief in advocating for quality public education for all students. While a graduate student at the University of Maryland, Baltimore County (UMBC), she had the honor of speaking to the House of Representatives alongside the then president, Dr. Hrabowski to advocate for funding.  

“As an educator, I’ve witnessed firsthand the transformative power of collective action in improving teaching conditions and student outcomes. I am honored to continue representing our members and am eager to continue contributing to MCEA’s mission of empowering educators and collaborating with fellow educators to ensure every student receives the highest quality education possible in our community.” 

Shirley is a science nerd who is big on health and wellness and normalizing the concept of self-care for teachers.
