The Beginning of Interest-Based Bargaining in MCPS
In 1998, MCEA and the Montgomery County Board of Education negotiated and signed a new collective bargaining agreement that transformed labor management relations within the Montgomery County Public Schools. A year earlier, MCEA had proposed, for the first time, the use of an interest-based bargaining process. Following agreement by the Board of Education (albeit on a split, 4-3 vote), the parties turned to Conflict Management Inc. (an outgrowth of the Harvard Negotiations Project) for training and facilitation. The following year, after an in-depth and time-consuming process, a radically new contract was overwhelmingly approved by both the Board of Education and MCEA members – launching the collaborative labor management partnership which has continued to this day.
