MCEA/MCPS/McDaniel College Graduate Certificate Program: Equity and Excellence in Education
As educators, we want the best for students and seek ways to meet the needs of all learners in our classrooms. Yet, in our schools today, we often struggle with troubling questions about equity, access and fair play—questions that are not easy to answer in isolation from colleagues or simply through self- reflection.
MCEA has stepped up to help our members—studying with colleagues from their own schools and throughout the school district– acquire new skills and perspectives on the challenging work of becoming culturally responsive practitioners. We have created a ground-breaking partnership with McDaniel College to offer a five-course, 15-credit graduate certificate in the theory, research and practice of culturally responsive teaching—Equity and Excellence in Education.
Course Sequence and Calendar
The graduate certificate program is a five course sequence. New cohorts launch each Fall, and all courses are held during the school year. Each course runs for 12 weeks on six alternating Saturdays (full day sessions) at the MCEA Conference Center in Rockville, and offer a blend of online and face-to-face interactions.
The five courses in the certificate program are:
- Foundations of Social Justice Teaching
- Race and Ethnicity in American Education
- Culturally Reflective Instruction
- Research and Action for Equity and Excellence
- Leadership for Equity and Excellence

Tuition and Tuition Reimbursement
As a result of the partnership, McDaniel tuition for each course in the certificate program is offered at a special cohort tuition rate of $950 per three- credit course. We must have a minimum of 15 people for a cohort to get this tuition rate.
The negotiated tuition reimbursement program in the MCEA/MCPS contract will pay $787 of that tuition cost per course, and it will be paid up front for each course, directly by MCPS. So, your out-of-pocket costs for each 3 credit course will only be $324! (Compare that to typical courses at U. Maryland, where, after tuition reimbursement, your costs are still $600-750 per course).
